Center for Local Governance

The CLG is envisioned as a “credible center capable of providing technical assistance towards genuine participative governance through a strong and sustainable partnership with various stakeholders’.

It is attached to the Graduate School of the Ateneo de Naga University and serves as the extension arm for the Master in Public Administration degree program.  Indeed, this link of the CLG to the academic life of the university is strategic as the Graduate School has a special concern for the information of competent public servants with a renewed sense of integrity and public accountability.

Framework of Operations

The Center acts on the three main functions of the university: these are Instruction, Research, and Extension.

Extension as the primary function of the CLG is relevant in enriching instruction and in developing research.

 

Mission

As an extension arm of the University, the Center for Local Governance provides technical assistance through its capability-building activities, consultancy services, research, and information to its partners and stakeholders both within and outside the University.

These efforts and initiatives on community service and research enrich the Instructions and Formation of competent students who are men and women for others.

Vision

Advocate people’s empowerment in governance towards the holistic transformation of the communities in Bicol along authentic economic, political, and socio-cultural dimensions of development.

Its operation is strengthened by the proactive collaboration and expertise of various units in the University and its partnership with stakeholders.

These were developed by the Associates in Rural Development with its LGUs and Civil Society Organizations partners during the GOLD implementation.

  • TOP 1- Technology of Participation 1: Basic Group Facilitation Methods
    Description: Covers the basic group facilitation methods that intend to provide highly energized, productive, and meaningful participation in processes required for truly proactive and responsive local governance.
  • TOP 2 – Technology of Participation 2: Designing Participatory Events
    Description: Assists TOP practitioners in designing effective and high-energy participatory events using top methods.
  • Basic Customer Service Skills (BCSS
    Description: Focuses on service excellence and assists in defining members’ critical role in providing excellent service in their organization
  • Public Service Ethics and Accountability (PSEA)
    Description: Focuses on service management and is considered as a planned change effort that yields improvement recommendations that range from internal and external customer satisfaction to crucial service improvements
  • Barangay Participatory Planning and Budgeting Workshop (BPPBW)
    Description: Facilitates the barangay in coming up with an annual investment plan that will serve as the basis for the budget allocation and funding
  • Participatory Workshop on Real Property Taxation
    Description: Helps the barangay official in the administration of Real Property Taxation as provided in the Local Government Code. It will also help the LGUs identify practical approaches and strategies to supplement their collection efforts and tax information.
  • Municipal Environmental Planning Workshop
    Description: Facilitates the LGUs in coming up with a vision for environment & resource management for the municipality

The Barangay Justice Service System (BJSS)

 Katarungang Pambarangay

Description:
Trains the barangay justice implementers on the structures, procedures, and application of the KP law.

Paralegal Courses

Description: Equips the participants with the basic knowledge of three (3) interdependent subjects: bill of rights, family code, and remedial law including its practical application.

Description: Guides the participants to understand conflict and their sources at the same time sharpen their skills in solving it. It also intends to equip the participants with the basic skills for effective communication and mediation

Description: Leads to create a paradigm shift, system, task, and skill learning that appreciate one’s role in promoting community and family peace

 

Capability-Building Courses for Local Government Officials

Basic Accounting

Description: Imparts to the Barangay Treasurer the basic steps and concepts in barangay accounting system to aid them in discharging their function properly. It also covers other technicalities under the law and existing regulations

Drafting of Resolutions & Ordinances

Description: Imparts the technical know-how in drafting and preparing resolutions and ordinances accurately as a component of the local development and governance

Documentation for Barangay & Sangguniang Kabataan Secretaries

Description: Demonstrates the basics of proper documentation, which will aid the Barangay and Sangguniang Kabataan (SK) secretaries in preparing and keeping the minutes of all the meetings and sessions conducted

Health Management

Description: Provides the Sangguniang Barangay with thorough information on how to promote proper health management. It will also equip the participants with the necessary skills in addressing health issues and concerns.

Livelihood Development

Description: Articulates and explain the concepts, features, and requirements for developing livelihood projects for the barangays.

Parliamentary Procedure

Description: The course covers the different processes involved in the conduct of a meeting or session. The areas include parliamentary rules, principles, and practices. Understanding these rules and procedures shall ensure orderly discussions, enable the main laws of the Sanggunian to articulate their thoughts, reconcile their conflicts, determine the will of the majority, and take united action for transactions and the LGU.

It is a systematic procedure that facilitates the work of any deliberative body and helps carry out its objectives effectively

Project Development & Management

Description: Articulates and explains the concepts, features and requirements of project development. The skills in effective participation, namely: coordination, communication, negotiation, lobbying, consensus building, and other basic tools in management as applied in projects will be presented.

Project Proposal Writing

Description: Provides the basic principles and concepts to enhance the skill in preparing and writing project proposals, which will help them to leverage funding for its development projects

 

Transition to Digital Era
