Resumption of Thursday Onsite Classes and Work

RESUMPTION OF THURSDAY ON-SITE CLASSES AND WORK
No. 2026-2027-035

Following a review of the Thursday remote learning and work-from-home arrangement implemented under University Memorandum No. 2025-2026-090, the University has assessed its implications for academic delivery, administrative operations, and institutional costs.

The Thursday remote arrangement was introduced as a temporary institutional response to concerns over rising fuel, energy, and operational costs. It was intended to contribute to cost savings while maintaining continuity in academic and administrative services.

Upon review, however, the University recognizes the need to give greater priority to sustained face-to-face engagement in teaching and learning. Concerns regarding learning continuity and possible cumulative learning loss require the University to maximize opportunities for direct interaction among students, teachers, and formators.

The University has likewise reviewed the operational implications of the arrangement. While the Thursday remote setup was intended to reduce institutional expenses, the anticipated savings have not been sufficiently significant on a University-wide basis to outweigh its effects on academic delivery, access to services, coordination, and overall operational efficiency. Continuing the arrangement is therefore no longer considered the most cost-effective means of achieving the University’s academic and operational objectives.

Furthermore, many students and parents have given feedback about the difficulties encountered for siblings who need to share gadgets at home, and the need of working parents to provide adult supervision at home. These concerns outweigh the savings that are realized from food and transport expenses incurred in one day.

In view of these considerations, the University shall resume on-site classes and on-site work every Thursday, effective October 1, 2026.

Accordingly:

  • Grade School, Junior High School, Senior High School, and Higher Education classes scheduled on Thursdays shall return to their regular face-to-face modality, subject to the usual academic arrangements of their respective units.
  • University offices shall resume regular on-site operations on Thursdays.
  • Personnel previously covered by the Thursday Work-from-Home or Alternative Work Arrangement shall return to their regular work schedules, unless a different arrangement is specifically authorized under existing University policies.

The HRMO and academic units shall issue a separate memorandum providing the applicable guidelines for the necessary adjustments and submission of revised work schedules to ensure a smooth transition back to regular on-site work.

The resumption of regular Thursday operations does not diminish the University’s commitment to responsible stewardship. All academic and administrative units are directed to continue observing existing energy conservation and cost-efficiency measures, including the responsible use of air-conditioning, lighting, equipment, and other University resources.

The University shall continue to review its work and academic arrangements as circumstances require, with due consideration for the quality of student learning, effective service delivery, employee welfare, and the responsible use of institutional resources.

Effective immediately, this document replaces all prior and relevant guidance on remote work policies.

For the information and guidance of everyone.
