Ateneo de Naga University participated in the ongoing public consultations for the City Government of Naga’s Annual Investment Plan (AIP) for 2027. The activity is part of a series of meetings held on various dates in June 2026 at the Naga City People’s Council (NCPC) Meeting Hall.

The consultations, which focused on the city’s budget planning and development priorities, were facilitated by the Naga City People’s Council and the City Planning and Development Office. The activity forms part of the city’s participatory budgeting process under Naga City’s People’s Budget Ordinance.

Representing ADNU were Rodolfo SB. Virtus Jr., Executive Director of the Office of Social Concern and Responsibility (OSCAR); Joanaviva C. Plopenio, Director of the Institute for Environmental Conservation and Research; and Dr. Malu C. Barcillano, Dean of the Graduate School and Director of the Center for Local Governance.

The university representatives joined officials from government agencies and sectoral groups convened by the NCPC to discuss and recommend programs, projects, and activities for inclusion in the city’s 2027 investment plan.

ADNU contributed recommendations for three of the eight development “finish lines” identified by the city government: Vision 2, “Cleaner, Greener, Flood-Resilient Naga”; Vision 7, “Center of Good Governance Development and Innovation”; and Vision 8, “An Efficient, Agile, and Citizen-Focused Local Government.”

The consultation process will continue with engagements involving other sectors. The proposals gathered from the consultations will subsequently be consolidated and submitted to the City Development Council and the Sangguniang Panlungsod for further deliberation and consideration.

The AIP serves as a key planning and budgeting document that guides the implementation of programs and projects aligned with the city’s development goals.
