The Commission on Higher Education Region V thru the Local Graduate Scholarship office (LGSO) conducted the Ceremonial Signing of Memoranda of Agreement with the Delivering Higher Education Institutions (DHEIs) for SIKAP last August 18, 2025, 1:00pm, at Casa Lorenzo, Tagas, Daraga, Albay.

The event was participated by the Presidents, Vice Presidents, Graduate School Deans, and other school Representatives/Staff of the DHEIs.
The Ateneo de Naga University, through the Graduate School, is one of the approved DHEIs in the Bicol Region for the implementation of CHED SIKAP. The University is the only Autonomous/Private HEI that serves as a DHEIs. For the said event, the University was represented by Dr. Digna Alba, Vice-President for Higher Education, Dr. Malu Barcillano, Dean, Graduate School, and Ms Mary France Sernande, Office Staff of the AdNU-GS.
The other DHEIs are 8 SUCs namely, Bicol University (BU), Camarines Sur Polytechnic Colleges (CSCPC), Camarines Norte State College (CNSC), Catanduanes State University (CatSU), Central Bicol State University of Agriculture (CBSUA), Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), Partido State University (ParSU), and Sorsogon State University (SorSU).
The Master of Ceremonies, Ms. Jenelyn B. Montero, started the program with a presentation of the list of approved graduate programs of each DHEIs. Afterwards, Engr. Janet N. Naag, Supervising Education Program Specialist, acknowledged the presence of the participants.
A welcome message was given by CHEDRO V Regional Director, Dr. Demetrio P. Anduyan Jr., CESO III, who was grateful for the support of partner DHEIs in providing access to quality graduate education to the teaching and non-teaching personnel of higher education. He looks forward to more opportunities and partnerships with the DHEIs to ensure the excellent quality of education given to the students across Bicol Region.

Dr. Jean Salalima-Go, Education Supervisor, II, PAFP -LGSO, briefly discussed the Duties and Responsibilities of both DHEIs and CHEDRO. Then, a short message of commitment was asked from the Presidents/representatives of the DHEIs followed by the MOA signing. Dr. Digna P. Alba, Vice President of Higher Education of the Ateneo de Naga University, delivered the message of commitment on behalf of the University President, Fr. Aristotle C. Dy, SJ.



The event ended with a closing message from Ms. Rachel D. Casimero, Chief Education Program Specialist.
