The Ateneo de Naga University-Center for Local Governance (AdNU-CLG) in collaboration with the University’s Ignatian Legal Apostolate Office (ILAO) offered the Training on Parliamentary Procedure on February 15-16, 2024 duly endorsed by the Department of the Interior and Local Government-Region 5 (DILG-RV).
In continuous pursuit of providing technical assistance towards genuine participative governance through a strong and sustainable partnership with various stakeholders, and equipping competent public servants with a renewed sense of integrity and public accountability, especially with the recent implementation of the Mandanas Ruling as newly elected barangay officials take more and greater responsibility for better governance, the Ateneo de Naga University-Center for Local Governance (AdNU-CLG), a member of the Local Governance Training Research and Institutes-Philippine Network (LoGoTRI-PhilNet) of the Local Government Academy (LGA) offers the ‘CAPABILITY BUILDING ACTIVITIES for Sangguniang Barangays’.
As we emerge from the COVID-19 pandemic crisis which catalyzed a rapid shift to online learning thus disrupting traditional educational norms, it’s high time we delve into the multifaceted benefits of reintegrating in-person instruction for a more comprehensive and effective learning experience.
Mr. Jose Adrian Hernandez, a 3rd year Law Student at Ateneo de Naga University Law School and presently an editorial staff of the Bikol Law Journal and a member of the Ateneo Law Naga Moot Court organization, served as the trainer for the whole session of training. Mr. Hernandez thoroughly discussed Parliamentary Law, Fundamental Principles, Meetings and Sessions and Debates. He continued the afternoon session, which included a thorough discussion of motions, committees, and committee reports as well as votes and voting.
The resource speaker, Hon. Ghiel G. Rosales, City Councilor of Naga during the final session vividly emphasized the significance of mastering Parliamentary Procedure. This essential skill ensures the smooth conduct of assemblies, fostering efficient problem-solving and the formulation of improved solutions and responses.
To further assist the training sessions, Hon. Rosales shows participants brief videos of a parliament session and solicits their thoughts and comments.
Following the video presentation, participants engaged in a workshop where they simulated a session in a Barangay setting. This hands-on exercise enabled them to apply their newly acquired knowledge of parliamentary procedure, fostering practical integration and skill development.
Ms. Camille Faye R. Badong, Technical Staff of AdNU-Center for Local Governance and a Master in Public Administration (MPA) Student of the ADNU-Graduate School served as facilitator of the entire training course and open forum. The trainer and resource speaker graciously answered each question that was raised during the training and the open forum.
Furthermore, together with the Fr. James O’Brien Library’s technical support staff, Sherwin Perez and Jonie Mark Baer (headed by Ms. Edna San Buenaventura, University Librarian) the training course was made successfully.
