The Ateneo de Naga University-Center for Local Governance (AdNU-CLG), a member of the Local Governance Training Research and Institutes-Philippine Network (LoGoTRI-PhilNet) of the Local Government Academy (LGA) in the region, conducted a training on ‘TECHNOLOGY OF PARTICIPATION 1 : BASIC GROUP FACILITATION METHODS;.
The Technology of Participation – Level 1 intends to provide practical tools for enabling highly energized, productive, and meaningful participation in processes required for truly proactive and responsive local governance. The training was conducted for the preparation of the Master in Public Administration (MPA) students of the AdNU-Graduate school for the conduct of their Service Learning Activity, specifically the Barangay Participatory Planning and Budgeting Workshop.
The training started with an Opening Message and acknowledgment of participants delivered by Dr. Malu C. Barcillano, Dean of the Graduate School and Director of the Center for Local Governance, Ateneo de Naga University.
Dr. Malu C. Barcillano served as the trainer for two (2) days, demonstrating a comprehensive grasp of all aspects pertaining to Technology of Participation 1. During the initial session, Dr. Barcillano delved deep into crucial subjects including the Foundational Values of TOP1, various Leadership styles, the 3 Methods of TOP1, the TOP Training Approach, and the Discussion (ORID) Method. The first day of the training ended with Dr. Barcillano providing invaluable comments and suggestions for the topics covered, offering a well-rounded learning experience.
On Day 2, the sessions focused on a comprehensive review of the topics covered on the first day. Specifically, two participants were assigned the task of presenting a return demonstration of the ORID method. Dr. Barcillano’s final topic of discussion was the Action Planning Method, followed by group assignments for detailed process discussions. In the afternoon, each group presented their return demonstration of the entire session. The day concluded with a mini-graduation ceremony for the participants, during which certificates were awarded.
The said onsite training was joined by a total of fifteen (15) participants on September 6-7, 2023. This event took place in the Training Room of the Center for Local Governance and the Thesis Room of the Ateneo Graduate School.
