Ateneo de Naga University-Center for Local Governance (ADNU-CLG) organized a two-day training seminar about Project Proposal Writing last February 23-24, 2023 via Zoom Cloud Meeting, as part of the Online Certificate Courses, duly endorsed by the Department of Interior and Local Government- Region 5 (DILG-RV) through an issuance of a Regional Memorandum Circular.
The training seminar introduced the participants to the basic principles and concepts of proposal writing that are helpful in enhancing skills relevant to leveraging funding sources for future projects.
During the first training day, Dr. Malu C. Barcillano, Director of AdNU-CLG and Dean of Ateneo Graduate School, served as one of the trainers. Dr. Barcillano facilitated Workshop 1 about management needs and prioritized management needs, and Workshop 2 about identified prioritized management needs and specific actions. The participants were divided into four groups for the workshops.
After the workshops, Mr. Juan Raul Ll. Relloso, part of ADNU College Faculty and Allied Business Department, acted as one of the trainers and headed Session 1: The Life of a Project. To understand the tools and knowledge relevant to drafting a project proposal, Mr. Relloso discussed thoroughly the Attributes of a Project, Project Life Cycle, Project Identification, Preparing a Request for Proposal, Soliciting Proposal, Project Design, Activity Schedule, Resource Schedule, Cost Schedule, Pre-RFP/Proposal Marketing, Bid/No-Bid Decision, Developing a Winning Proposal, Proposal Presentation, Proposal Contents, Pricing Considerations, Types of Contracts, and Planning the Project. He also covered the 2nd Session on Writing the Project Proposal.
Through an open forum, Mr. Relloso addressed queries from participants about how to correctly begin a project proposal with minimal technical details while maintaining the overall idea. This covered the project’s structure, what to anticipate, and how it can accomplish its objective.
In response to the queries, Mr. Relloso added that making the plan clear and concise would enable the necessary agencies to accept the idea. “The funding agencies will approve the request”, he responded to another query about whom to contact for funding.
On the second day of the webinar, Mr. Jay-Ar Bernardez, CLG Technical Staff, started the program with an opening prayer. It was followed by a Recapitulation of the Day 1 Session facilitated by Dr. Barcillano. Furthermore, she proceeded to the discussion on Session 3 focused on Packaging a Project Proposal. She covered the importance of establishing a proper layout and structure for a project proposal and explained how various formats can affect the proposal’s overall quality. By providing valuable insights, she helped attendees understand the key elements necessary for crafting compelling project proposals. The rest of the morning session was handled by Mr Relloso in which he discussed the essential framework of a project proposal’s final version to enable attendees to better understand how to organize their proposals effectively.
The course was concluded by Mr. Relloso through a virtual discussion guiding the participants on brainstorming in making a project proposal through the logframe template.
Additionally, the webinar was attended by 20 participants coming from different Local Government Units (LGU) from barangay and municipal levels all around the country, including two Senior High School student interns from Ateneo de Naga University-Center for Local Governance (ADNU-CLG).
Moreover, the online training was successfully executed with the support of the technical team from Fr. James O’Brien Library, namely Sherwin Perez and Emmanuel Llorin, who were led by Ms. Edna San Buenaventura, the University Librarian.
