The Ateneo de Naga University-Center for Local Governance (AdNU-CLG), in collaboration with University’s Ignatian Legal Apostolate Office (ILAO) and Allied Business Courses Department, offered the Online Training Courses on Local Legislation with its last topic on Drafting of Resolutions and Ordinances last January 26-27, 2023 duly endorsed by the Department of the Interior and Local Government-Region 5 (DILG-RV).
The ADNU-CLG is focused on developing competent public servants with a strong sense of integrity and accountability, particularly in light of the recent implementation of the Mandanas Ruling, which requires them to take on greater responsibility for better governance. In response to the rapid shift towards digital technologies brought on by the pandemic, the ADNU-CLG has been using digital platforms to deliver capability-building training. The Center’s goal is to provide technical assistance for participative governance through strong partnerships with stakeholders. Now that they have adapted to the pandemic, it’s time to upgrade to a fully digital mode of service delivery.
Ms. G-Ann Borja, a 4th year Law Student at Ateneo de Naga University Law School , served as one of the trainers of the first session of training. Ms. Borja went over all the details about and discussed the Local Government units Mandates, Attributes and Duties she also covers the Powers of the Local Government Units and an Introduction to Ordinance and Resolutions. Ms. Borja handles the Presentation of Proposed Resolution or Ordinance that was crafted by the participants in the workshop and assignment given by the trainers.
Mr. David Bercasio, a 2nd year Law Student at Ateneo de Naga University and the former Program Director of the Naga City People’s Council (NCPC), is one of the trainers who continues the third session which included a thorough discussion of The Local Legislative Process as well as Guide to Drafting of Ordinances and Resolutions. Also, Mr. Bercasio Introduces the Workshop-Assignment on Drafting of an Ordinance and or Resolution.
The resource speaker, Hon. Ghiel G. Rosales, City Councilor of Naga , with the assistance of the trainers, distinctively discussed the Drafting of Resolutions and Ordinances and how it is crafted, for the participants to develop a deeper understanding of this important topic. Hon. Oying also shared his experience as a part of the legislative body.
To support the training sessions, Hon. Rosales critique the presentation of drafted ordinances and resolutions of the participants.
The Lead Trainer, Atty. Raziel Rañeses, the current Resident Attorney of Ateneo de Naga University College of law – Ignatian Legal Apostolate Office (ILAO) and also the current Program Manager of Climate Justice Capacity Initiative, a collaboration between ClientEarth and the consortium of all Ateneo schools, and a member of the faculty of ADNU College of Law and FEU Institute of Law. served as the Lead trainer for the whole session. Attorney Rañeses expressed her opinions on the output produced by the participants, in addition, she offered suggestions on how to make the resolutions and ordinances that were crafted more meaningful and impactful.
The webinar held on January 26 and 27, 2023, was attended by approximately 40 registered participants from various academic institutions and government sectors nationwide, using ZOOM Cloud Meetings. The participants consisted of barangay officials, faculty, and professors from different parts of the country, including Legal Management Students and Law Students from Ateneo de Naga University.
Ms. Camille Faye R. Badong, a Technical Staff from AdNU’s Center for Local Governance, facilitated the entire online training session and open forum. The resource speaker was gracious in responding to each question that was posted in the ZOOM chat window after receiving multiple inquiries.
Moreover, the online training was successfully carried out with the support of the technical staff from Fr. James O’Brien Library, including Sherwin Perez and Emmanuel Llorin, who were led by Ms. Edna San Buenaventura, (the University Librarian.)
