AdNU-CLG Ends 2022 with its First Local Legislation Online Training on Parliamentary Procedure

The Ateneo de Naga University-Center for Local Governance (AdNU-CLG), in collaboration with University’s Ignatian Legal Apostolate Office (ILAO) and Allied Business Courses Department, offered an ‘Online Training Courses on Local Legislation’ starting with Online Training on Parliamentary Procedure last November 28-29, 2022 duly endorsed by the Department of the Interior and Local Government-Region 5 (DILG-RV).

With our concern on equipping competent public servants with a renewed sense of integrity and public accountability, especially with the recent implementation of the Mandanas Ruling as they take more and greater responsibility for better governance. With the demands of a rapid transition to the digital era ignited by the pandemic, ADNU-CLG has been utilizing the digital platform for the delivery of capability-building trainings true to the Center’s mandate in continuously striving to provide technical assistance towards genuine participative governance through a strong and sustainable partnership with various stakeholders. Now that we have learned to adapt to the current state of this health crisis, it is high time to take it up a notch by incorporating a digital setup from the traditional mode of service delivery.

Ms. Chiara Margarita G. Del Castillo, a 4th year Law Student at Ateneo de Naga University Law School and the Current Internal Vice President of the Law Student Govt., served as one of the trainers of the first series of training. Ms. Del Castillo thoroughly discussed Parliamentary Law, Fundamental Principles, Meetings and Sessions and Debates.

 

Mr. Paul Bryan Abante, a 4th year Law Student at Ateneo de Naga University and Currently Executive Assistant to the Mayor of LGU Naga, is one of the trainers who continues the afternoon session, which included a thorough discussion of motions, committees, and committee reports as well as votes and voting.

The resource speaker, Hon. Ghiel G. Rosales, City Councilor of Naga with the assistance of the trainers, clearly presented at the last day session the importance of understanding the Parliamentary Procedure since it is a necessary skill to facilitate orderly their assemblies that will be beneficial in resolving their concerns and coming up with better solutions and responses.

To further assist the training sessions, Hon. Rosales shows participants brief videos of a parliament session and solicits their thoughts and comments.

The said webinar was joined by almost forty (40) combined number of registered participants coming from various academic institutions and government sectors across the nation through ZOOM Cloud Meetings last November 28, 2022. It is composed of Barangay Officials, faculty, professors, Legal Management Students and Law Students of Ateneo de Naga University.

Ms. Camille Faye R. Badong, Technical Staff of AdNU-Center for Local Governance served as facilitator of the entire online training course and open forum. The resource speaker graciously answered each question that was posted in the ZOOM chat window after receiving several of them.

Furthermore, together with the Fr. James O’Brien Library’s technical support staff, Sherwin Perez and Emmanuel Llorin (headed by Ms. Edna San Buenaventura, University Librarian) the online training course was made successfully.
