CLG Conducts BDRRM Planning and Budgeting Workshop

The Ateneo de Naga University-Center for Local Governance (AdNU-CLG) conducted the Barangay Disaster Risk Reduction and Management (BDRRM) Planning and Budgeting Workshop on 21-22 November 2017 at the Bro. Richard Michael Fernando Hall, Ateneo de Naga University. It involved technical inputs on how to plan the programs, projects, and activities related to their Barangay Disaster Risk Reduction and Management (BDRRM) at the same time allocate funds for it. It was attended by 74 barangay officials coming from the barangays of 1st, 4th, and 5th districts of the province of Camarines Sur.

The said activity was a follow-through of the Seminar on the salient points of the Climate Change Act of 2009 and Philippine Disaster Risk Reduction and Management Act of 2010 to the barangay officials of the Province of Camarines Sur conducted by the Center on 27-28 April 2017 and 18-19 May 2017 respectively. The participants from the five (5) districts of the Province were able to understand the basic concepts behind the said laws, thus aided them in implementing the provisions stated thereof.

The first day of the activity involved a review of Climate Change and Salient Features of RA 10121 by Mr. Jay P. Abawag, Technical Staff of the Center for Local Governance. It was followed by the presentation and discussion of the government mandated DRR templates by Engr. Joel SJ. Talay of the Environment, Disaster Management, and Emergency Response Office (EDMERO) of the Provincial Government of Camarines Sur. The afternoon session of day one was facilitated by Mr. Juan Castor Paulo B. Enriquez also from EDMERO where he gave instructions as to how the participants will accomplish the planning forms.

 

Before the start of the discussion of topics for the second day, Ms. Benita Michele C. Verdadero, Staff of Center for Local Governance, led first the recapitulation of the previous day sessions where participants were able to recall the activities that have happened on day one and expressed excitement on the other topics that they are about to learn. After which, the continuation of the presentations of the speakers followed. Engr. Talay discussed the budgeting requirements and procedures as well as guide the participants in accomplishing the templates. He also mentioned the possible sources of fund where barangays can utilized to allocate budget for their PPAs related to DRR. When asked regarding their impressions, most of the participants have mentioned that they all gained additional knowledge which could help them in their planning and budgeting for DRR in their barangays. The session ended by the plenary activity on the next steps where participants have identified their succeeding actions after they leave the training hall.

The activity was concluded by the distribution of certificates and handouts and a closing message from Dr. Malu C. Barcillano, Director of Center for Local Governance. After which, group photo opportunity immediately followed.
