The Center for Local Governance conducts a Workshop on Gender and Development (GAD) Plan and Budget for Fiscal Year 2017 Preparation of the Local Government Unit of Siruma, Camarines Sur on 8 September 2016. The said activity was held at the CLG Training Room and facilitated by Dr. Malu Barcillano.
Prior to the formal activity, the participants were requested to have a pre-workshop in their own LGUs where templates were given to work on. Considering the sector/office they are representing, the participants identified the programs, projects and activities that respond to the gender issue and mandate including objectives. Further, the participants set the performance targets and indicators. The plans are based on the context of the condition and setting of the Local Government Unit of Siruma.
The whole day activity was divided into 4 sessions: (1) Identification or validation of the GAD Issues/Concerns and their Causes; (2) Identification of Objectives, Programs, and Activities; (3) Identification of Targets and Indicators; and (4) Allocation of Budget. It was attended by twenty-one (21) participants composed of the LGU’s Department Heads including some members of the Sangguniang Bayan, Philippine National Police, Bureau of Fire Protection, and Department of the Interior and Local Government-Siruma.
The workshop aims to: come-up with relevant LGU Programs, Projects and Activities (PPAs) responding to the gender issues, GAD mandate and objectives; set the performance targets including the indicators that the LGU is willing to commit in a given period of time; and allocate the corresponding budget for the identified plans. Further, this activity is the result of the continuous efforts of the Municipality of Siruma, headed by its Municipal Mayor Sandy Ondis, Sr. and the coordination efforts of Fausto Romero, Jr., Municipal Planning and Development Coordinator to include the stakeholders in the preparation of the said plan and budget.
