Public Private Partnership Center of the Philippines Holds Training of Trainers at ADNU

On 10 to 12 February 2014, the Public-Private Partnership (PPP) of the Republic of the Philippines, in partnership with the Ateneo de Naga University through the Center for Local Governance, conducted the Training of Trainers for Local Capacity Building Institutions (LCBI) which  was held at the Center for Local Governance Training Room, Ateneo de Naga University. It was attended by members of the university namely Anne Marie F. Bagadion, Rolan Jon G. Bulao, Antonio G. Camalla, Dennis B. Gonzaga, Dr. Maria Niña C. Howard, Marcial C. Paglinawan, Juan Raul Dl. Relloso, Nicolas Beda A. Priela, Dr. Agapito C. Rubio, Jr., Marlyn L. Tejada, Dr. Malu C. Barcillano, Emerlie M. Rayala, Benita Michele C. Verdadero, and Jay P. Abawag. The participants for the said training were pre-selected based on the criteria set by the PPP.

The said event involved discussion of the different components of the PPP process: Overview of the Local Capacity Building Institutions (LCBI) Program, An Introduction to the PPP, Project Development, Project Appraisal, Procurement, Contract Drafting, Contract Negotiation, Contract Management, andPPP Opportunities and Challenges for LGUs.

The topics were discussed by the presenters from the PPP Center namely: Mr. Christian Placido G. Calma of the Capacity Building and Knowledge Management Service, Director Juan Alberto Mercado and Engr. Johan G, Martinez of the Project Development Service, Atty. Rommel Antonio O. Cuenca and Atty. Al Soriano of the Legal service, and Atty. Evelyn C. Jiz, the LGU PPP Specialist.

The PPP Center is mandated to facilitate the implementation of critical infrastructure and development projects both at the national and local levels. In order to attain inclusive growth through developmental projects, the PPP Center is promoting a comprehensive capacity building program for national implementing agencies and local government units (LGUs). However, because of the PPP Center’s lack of presence in the regions, local partners were sought and chosen for the capacity building programs for the LGUs. Thus, the Ateneo de Naga University, having its pool of experts, was identified to be the LCBI for PPP Projects in the Bicol Region from among the long list of possible local resource partners.
