The Ateneo de Naga University-Social Involvement conducted the series of Training on Local Legislation for the 9 Partner Communities specifically: Barobaybay, Casuray and Ponong for Magarao, Camarines Sur on April 10-11, 2014 at the ABC Hall; Cabugao, Flordeliz and Mayaopayawan for Milaor, Camarines Sur on May 26-27, 2014 at the 3rd Floor Function Room and SB Session Hall; and Fundado, San Nicolas and San Roque for Canaman, Camarines Sur on May 28-29, 2014 at Fundado Multi-purpose Hall.
The Training aimed to equip local leaders with the skills and knowledge in line with the delivery of their respective functions, thus helping them become more competent as public servants with a sense of integrity and public accountability. Moreover, the training has 3 sessions particularly: Session 1: Powers, Attributes and Duties of the Local Government Units; Session 2: Brief Orientation on Parliamentary Procedures focusing on the Parliamentary Law, Fundamental Principles, Meetings, Sessions, and Committees; and Session 3: Local Legislation Process wherein the difference between a resolution and an ordinance was highlighted.
The participants also had their ‘Mock Session’ where they actually conducted a Sangguniang Barangay Session; and the Drafted Resolutions and Ordinances, which were observed and assessed by the Trainers.
The Trainers for Magarao and Canaman were Ms. Emerlie M. Rayala, LLB the Information Officer of the USIC and Mr. Eugene N. Eclar, LLB an Alumnus from AdNU Class 2008; While Atty. Salvador B. Reyes III of the College of Business and Accountancy was the Trainer for Milaor.
Some Members of the Legal Management Institute of Ateneo de Naga Students have assisted in the conduct of the activity in Magarao, namely: Joanna May Dulong, Julius Ayao, Maree Louise Biance Bajamunde and Eleanor Marie Rojas with their Moderator Ms. Anne Marie F. Bagadion. Mr. Juan Bautista Janthe B. Bagadion also assisted as Working Staff.
The activity was spearheaded by the Governance Cluster through the Center for Local Governance headed by Dr. Malu C. Barcillano, who is at the same time Chair of the University Social Involvement Council. Mr. Jay P. Abawag and Ms. Benita Michele C. Verdadero facilitated the said activities.
