CLG Conducts Training on Parliamentary Procedures

The Center for Local Governance conducted the Training on Parliamentary Procedures on March 13-14, 2014. It was held at the CLG Training Room and attended by participants coming from the Municipalities of Del Gallego, Pili, Baao, and from a Multipurpose Cooperative in Camarines Sur. These participants were composed of newly elected punong barangays, barangay councilors, barangay secretaries, barangay treasurer, and a member of an ethics committee.

The said training was the first one among the series of trainings to be conducted by the CLG for the year 2014. The training on Parliamentary Procedures covers the different processes involved in a meeting or session. The areas include parliamentary rules, principles, and practices. The two (2) – day activity was divided into two major sessions: Discussion of the Fundamental Principles of Parliamentary Law; and Workshop where participants held a mock session.

Ms. Arrieth Genoveva O. Sanderson, MPA and Atty. Imee A. Estrada were the resource persons. During the first session, Ms. Sanderson was the one who discussed first the topics on Parliamentary Law, Fundamental Principles, and Meetings and Sessions while Atty. Imee A. Estrada continued the discussion on Debates, Vote and Voting, Nominations and Elections, Committees and Committee Reports, and Motions. Both Resource Persons entertained questions coming from the participants during the discussion and both of them also gave observations and comments on the mock session performed by the participants.

Dr. Malu Barcillano gave the closing remarks and awarded the certificate of appreciation to the Resource Speakers. Mr. Jay P. Abawag and Ms. Benita Michele C. Verdadero served as facilitators during the activity.
