ADNU-CLG Assists ASPAP-Bicol in the Seminar-Workshop for Albay & Cam. Sur

AdNU Center for Local Governance (CLG) assisted the Association of Schools of Public Administration in the Philippines, Inc.-Bicol Chapter (ASPAP) in its sponsored seminar-workshop on Mainstreaming of Human Rights and Gender in Local Development.  This was held last November 19-20, 2007 at the Villa Caceres Hotel, Naga City. 

This two-day event aims to equip the participants with knowledge and skills on how to mainstream gender and human rights in the development process using the Human Rights-Based Approach (HRBA).  It had four sessions which covered the following topics:

  1. Human Rights & Gender-Based Approach in Planning, Programming & Budgeting Process by Ms. Gerelyn J. Balneg, Officer-in-Charge of the National Economic & Development Authority (NEDA) Region V;

  2. Gender: Basic Concepts and Principles; Women’s Rights as Human Rights; Gender Framework: Philippines and International Situation/ Context; and Gender in Development Programming by Dr. Ederlina M. Fernandez, ASPAP Consultant for Gender & Women’s Rights;

  3. Human Rights: Concepts, Categories and Principles; International Human Rights Framework; Human Rights Normative Content; and Human Rights Obligations and Authorities by Dr. Blandino M. Maceda, Regional Director of the Department of the Interior & Local Government (DILG)-Region V; and

  4. Human Rights & Gender-Based Approach in Development and Governance; The Philippine Human Rights & Gender-Based Approach Framework; Needs-Based vs. Human Rights-Based Approaches; Human Rights & Gender-Based Approach to the Development Process; and Human Rights & Gender-Based Approach Tools and its Application in the Development Process by Atty. Pelagio P. Señar, Jr., Regional Director of the Commission on Human Rights (CHR)-Region V. After the 4 sessions, the participants came-up with their Action Planning and presented it to the plenary for the critiquing.

The following ASPAP Member Schools: Ateneo de Naga University, Camarines Norte State College, Naga College Foundation, Partido State University, Republic Colleges, University of Northeastern Philippines, and University of Nueva Caceres sent their respective Graduate School Deans and Representatives to attend the Seminar-Workshop.  Local Government Units from Jovellar, Tabaco, Calabanga, Iriga, Libmanan, Pili and Ocampo also came to participate.  Ms. Arrieth Genoveva O. Miranda and Atty. Maria Rose S. Sergio represented ADNU.

The seminar was in coordination with the ASPAP-National and with support from the Government of the Philippines-United Nations Development Programme (GOP-UNDP) in collaboration with the Region V Offices of the Commission on Human Rights (CHR), Department of the Interior & Local Government (DILG), National Economic & Development Authority (NEDA) and with the assistance from the Ateneo de Naga University-Center for Local Governance (AdNU-CLG).
