AdNU-CLG Participates in the 5th Development Policy Research Month this September
The Proclamation 247 of President Gloria M. Arroyo declares every month of September as the Development Policy Research Month. Each year, the Philippine Institute for Development Studies (PIDS) leads the celebration by inviting various government agencies, local government units, private & non-Government organization and academic institutions nationwide to join in this undertaking. This year’s theme is “Enhancing Grassroots Development: A Framework for Local Governance”.
Ateneo de Naga University’s Center for Local Governance (CLG) took part in this celebration by organizing and hosting a case presentation of the recent research on the local school board entitled “Reinventing the Local School Board in Naga City” by Mr. Wilfredo B. Prilles, Jr. This activity was held in the afternoon of September 20, 2007, at the Richard Michael Fernando S.J. Conference Hall of AdNU and was attended by the City and Municipal Planning & Development Coordinators in Camarines Sur, Member-Institutes of the Association of Schools of Public Administration in the Philippines-Bicol chapter; and the AdNU Masters in Public Administration, Legal Management & Political Science faculty members, students and staff.
 Mr. Prilles, the Naga City Planning & Development Coordinator, has stressed in his presentation that reinventing the Naga City School Board was meant to serve as a vehicle for improving the public school system and to promote governance reforms in order to build stakeholders at the local level. This is based on the principle that Education is a shared responsibility by the community and shared responsibility must be coupled with shared accountability. Mr. Prilles also discussed some data on the competency of Naga City's elementary and secondary education in the regional and national level.
In 2005, the AdNU-CLG was requested by the City Government to prepare a case study on the same replicable practice. This was presented by Dr. Malu C. Barcillano during the International Conference of the Eastern Regional Organization for Public Administration (EROPA) in Brunei Darussalam last November 13-17, 2006.
