Development and the Urban Poor: Bridging the Gap between Research and Users

The social scientists contribute to the dissemination of their research findings, but their involvement is less recognized in the planning stage. This unhappy state would probably explain the failure of government policies and even well-planned poverty reduction programs to address the very roots of the problem. For their part, committed social scientists contend that the government's overconcentration of economic growth has tended to sidetrack the realities of poverty and the societal structure that promotes it. In fact, the perpetuation of poverty is sometimes viewed as an un-intended side effect of macro-economic policies.

Curiosity appears to be the lamest reason, particularly for such acts as voyeurism and tsansing". Participants explain that such acts are meant only to have a peek at what women are wearing underneath their clothes or how certain prominent body parts of a female feel like.

As one male student puts it, "I have seen her insides and touched a sensitive part; I can therefore best fantasize about her in my group, and my peers exalt me for it."
